A highly regarded right-back, Norton-Cuffy gained further experience of senior football out on loan last season.
After previously spending time at Lincoln City when he was still eligible for the U18s, Norton-Cuffy had loan spells at Rotherham United and Coventry City.
Norton-Cuffy played 21 times for Rotherham and then represented Coventry 24 times, which included featuring in their Championship play-off final defeat to Luton Town at Wembley.
An England U20 international, he was part of the squad that won the U19 European Championship in 2022.
Norton-Cuffy, who has been at Arsenal for a decade, could go on loan again this season to gain further experience.
